President

Our President and CEO has over 18 years of higher education, public accounting, municipal utility ($800M/yr) and government healthcare ($2B/yr) finance experience, with over 12 years of “hands on” manager/senior/executive management expertise.  Further, Debbie is just simply passionate about understanding, identifying and successfully implementing comprehensive bond compliance programs “from the ground up” so organizations can concentrate on their core mission and business.  In addition to effectively managing increasingly tight annual budgets and developing proactive, high performing teams, she championed and executed a variety of innovative, cross-departmental strategic initiatives during the global market crisis.

During the past decade, Debbie successfully completed four IRS audits of over $500M in bonds (including two conduit borrower transactions), managed all aspects of issuer continuing disclosure compliance reporting, plus seven complex TEB market transactions of over $1B in par (including liquidity enhancements and swaps) with extensive policy development. She completed two banking conversions, implemented several new GASB pronouncements, and directed proactive cash, investments and liquidity management during the 2008-2013 timeframe. In recent years, she oversaw several significant multi-agency, multi-bond-funded capital construction projects as well as developed numerous system implementations and improvements for PCI-DSS, HIPAA and Dodd-Frank Protocols.

Debbie graduated with honors from Central Washington University, earning dual Bachelor’s Degrees in Accounting/Economics and Business Administration/Finance. Holding a valid WA State CPA License since 1999, she earned her CTP certification in 2007 and the CGMA designation in 2012.
